The role of the CSP in
the energy ecosystem

As a CSP, you form the crucial link between the technical flexibility of assets and the needs of the grid operator. While the energy supplier and BRP focus on the supply and balance of energy, you as a CSP specialize in unlocking the hidden value of power. You unburden customers by taking over complex processes such as bidding, notifications, and the technical control of installations.

In the broader ecosystem, you operate as the flex expert providing ‘value stacking’: you not only help customers reduce their carbon footprint or imbalance costs, but also unlock an additional revenue stream by helping to prevent grid congestion. In this way, as a CSP, you are the driving force that seamlessly aligns supply and demand in the congestion market.

Who can become a CSP?

In principle, any organization that can offer bundled flexible energy can become a CSP. These are often energy suppliers, aggregators, energy and technology companies, or service providers with expertise in energy management.

Organizations already active in optimizing processes for large consumers—such as those using batteries, CHP units, or smart control systems—can also take on this role. What’s essential is that you have the technical capabilities to reliably manage and trade flexibility, and that you have market access to make that flexibility profitable.

How do you become a CSP?

1. Apply for recognition at TenneT

To become active as a CSP, official recognition by TenneT is required. This ensures that you meet the technical and organizational requirements to deploy flexibility safely and reliably.

2. Register as a market party

In addition to recognition, you must be registered as a market party. This gives you access to the energy markets and allows you to offer and trade flexibility on behalf of your clients.

Finally, register your organization with GOPACS. This connects you to the platform where grid operators procure flexibility, allowing you to directly contribute to solving grid congestion.

Frequently asked questions

Will one CSP accreditation suffice for all grid operators?

Yes, the CSP recognition is nationwide and thus applies to all grid operators. Registration as a CSP is only required once. However, you must additionally complete a prequalification per connection.

Is the CSP approval procedure required if you are an approved BSP?

The recognition procedure for CSP applies in principle to everyone. Each party must go through the CSP approval process. There is, however, an accelerated registration process available for parties that were already providing congestion management services via GOPACS or RESIN before the new Netcode (2022).

Are there any costs associated with registering or using GOPACS?

There are no direct costs for using GOPACS. However, costs may arise from working with a CSP or from internal adjustments required to make your installation suitable for participation.

What are the technical requirements for participating in GOPACS?

The connection must be measurable via an EAN code and equipped with appropriate metering equipment. Reliable and up-to-date measurement data must be available, and the flexible capacity must be controllable on request. In many cases, the flexible capacity must be at least 100 kW to qualify for available contract types.
