Market Announcement

A market announcement is a request for CSPs to submit a redispatch or flex offer on one of the connected trading platforms. These bids are submitted as buy and sell orders, both inside and outside the congestion area.

A market message is sent by the grid operator via GOPACS in case of a congestion situation. It includes the scope, location, timing and duration of the issue. Market messages are distributed by email, available via the API, and can also be viewed on the GOPACS website—either as a text message or visualised on the map of the Netherlands.

Example of a market announcement

Resolving a congestion situation always involves two simultaneous, opposite actions:

  1. Consumption congestion
If less electricity can be transported into a congestion area:
  • locally: reduce generation or increase consumption (sell orders)
  • outside the area: increase generation or reduce consumption (buy orders)
  1. Generation congestion
If less electricity can be transported out of a congestion area:
  • locally: increase consumption or reduce generation (buy orders)
  • outside the area: reduce consumption or increase generation (sell orders)

A market message activates the market exactly where and when flexibility is needed, so congestion can be resolved without disrupting the overall system balance.
