GOPACS and Nord Pool today announced a new cooperation to strengthen congestion management in the Dutch electricity grid and expand market access for flexibility. With Nord Pool on board, all three Nominated Electricity Market Operators (NEMOs) will be connected to GOPACS – a milestone for the Dutch flexibility market.
The Dutch electricity system is changing rapidly, with more renewable generation and rising demand putting pressure on the grid. To tackle congestion, Dutch transmission and distribution system operators developed GOPACS, a platform that makes flexibility available in a transparent and market-based way.
Through the new cooperation, market participants can now offer their flexibility via Nord Pool’s trading environment. These offers are simultaneously made available to GOPACS, giving grid operators access to more solutions and making participation simpler for market players.
System operators benefit from a larger and more liquid pool of flexibility, ensuring congestion can be resolved efficiently and reliably. For market participants, the partnership provides a straightforward way to contribute to grid stability while unlocking new revenue opportunities – all through the familiar Nord Pool interface.

Preparations for the technical integration of both platforms are already underway. The first activations via Nord Pool are expected in 2026.
