CSP - Congestion Service Provider

A Congestion Service Provider (CSP) is a market party that deploys flexible capacity on behalf of one or more connected parties to help resolve grid congestion.
A CSP connects flexibility to the market and fully unburdens the customer.

What is a CSP?

A CSP manages flexible capacity, such as:

  • temporary reduction of consumption
  • additional generation
  • energy storage (batteries)

The CSP registers this capacity with the grid operator and via GOPACS where required. For redispatch, the CSP offers this flexibility on a trading platform.

This makes flexible capacity directly available to resolve congestion.

What does a CSP do?

A Congestion Service Provider:

  • identifies and manages flexible capacity at customer sites or from own assets
  • handles registration with the grid operator and the market
  • submits bids on trading platforms (for redispatch)
  • manages control and activation when deployed
  • monitors and verifies delivered flexibility
  • handles administrative and financial settlement
  • receives compensation and shares it (partly) with the customer

In short: the CSP takes care of the technical, contractual and administrative process end to end.

Who is a CSP relevant for?

For companies with flexible capacity, working with a CSP is often the most accessible route into congestion management.

Think of:

  • industrial consumers
  • battery projects
  • decentralised generation

The CSP takes on the technical and market responsibilities. The customer unlocks value from their flexibility—without actively trading in the congestion market.
